My 70 has the 318/NP445/4.10 and has the factory LU 2 winch. No mention of the winch on the data plate. The SERT is for the bucket seats.
John, most SERT's are for Special Ordered Equipment. A winch would have been a standard option for your truck, being it's a W200.
As the bucket seats probably weren't a standard option for the model of your truck, so they had to be special ordered, thus the SERT.

Yes, the seats were an available option on all pick ups for 1970. The sales brochure was worded: "The optional bucket-seated interior, originally created exclusively for the Adventurer pickup, now available in place of any standard interior. Bucket seats are all vinyl with center console".
So I guess if you ordered the seats on anything but an Adventurer, it would be noted on the tag as a SERT number.

As for the NP745 mentioned.... I assume you mean the A745 3spd which was the 3spd "base model"
manual tranny. I believe in 1969-1971 Sweptlines, the A230 3spd with the 23 spline input shaft was
the "base model" manual tranny.

The A230 wasn't available until 1970 and it replaced the A745. 1969 was still the A745.
420 = 4 ratios forward, 2 are synchro
435 = 4 ratios forward, 3 are synchro
445 = 4 ratios forward, 4 are synchro (first gear synchro and 4.56 ratio makes it a truly useful 4 speed)
Sorry, I should have specified this wasn't my truck. I had seen a 69 W100 on Facebook Market Place for 2500 bucks, 383 4-speed. Someone snagged it and a week later it was put on Craiglist for 5k (without ANY paperwork). I saw the tag and figured that "spec" may mean 445, since the two PW's I have owned clearly labeled the NP435.
I'm Power Wagonless right now, and keep hunting for a 69-71 W100 383/445/3.55 truck (I know, high hopes).

The case of a 445 is a inch longer,(12 7/8") than a 435. Mine and a few that I have seen a blue tag on the top right side. Says model 4530. Also note visually that the rear top cover bolts are at the corner. The 435 sit in from the corner.
My 445 came out of a 70 w100 with a 318.
I just measured 2 435's and they are TWO inches shorter - 10 7/8".
I see the intermediate shaft in your pic is the exact same size as those in my 435 trucks. Therefore, with a longer tranny, the tranny and t-case crossmembers must be moved back 2", the rear driveshaft shortened 2" and the front shaft lengthened 2". Swapping in a 445 for a 435 is not for the faint of heart and wallet!
I think I may have solved the mystery on the 22360 SERT. Keep in mind this info is for W100 and W200's only.
It appears in 1969 the wide ratio 435 was not a standard optional 4-speed. Even though it lists it in the Sales brochures for 69.
The close ratio 435 was the standard optional 4-speed for W100 and 200's. So, my best guess is that the wide ratio 435 was a special order for the W100 and 200.
1965 there was no close ratio 435, so only the wide was available.
1966 the wide ratio was the standard option and the close a special order.
1967 the close ratio 435 was considered a standard option and the wide ratio was considered special order just like 1969.
1968 the close and wide ratio 435's were both considered standard options.
So, the 22360 SERT would be for the wide ratio 435 Spec. Order.
Keep in mind the SERT only means the truck was taken off the line for the tranny install, as the wide ratio 435's were not installed on the main assembly line for the W100 and 200's.
