If your carb is a Stromberg, the throttle arm they call it the "unloader" setting is 1/4"
Mine stuck also and I rebuilt it with a new pump. I just played with dimension untill got a nice shot so didn't stumble off idle. Seems to work fine.

In the stromberg, if the vacuum power piston pin is bent some what, how detrimental is it to the carb function if it is not working?

Don't know. But assume the piston could be cocked in the body and stick it. Maybe try to unbend the pin.
