You can use paint stripper, or, very fine steel wool. Lacquer thinner will work too. Depends if you are removing overspray, or something like a chrome bumper that has been painted. If you use fine steel wool it won't scratch the chrome. I have used combos of all three.

I know somebody who polishes the old chrome on their Dart with aluminum foil. It works. Shiny side out. Less abrasive than even 0000

Spray on oven cleaner will not harm the chrome. Anything abrasive, even 0000 steel wool, will scratch the surface, although I have used 000steel wool saturated with WD-40.

Lacquer Thinner. It will munch on all but the hardest of paints,
no matter what the age. I was using it to remove some of the
ancient paint the Forestry Service had on my Crew!
And it will not touch Chrome. So far the only Paint I have found it
will not quickly soften it POR-15, but it will over a long exposure.

There is always Brake Fluid! It will even take off POR-15, I know.
It is glycol based, and will not hurt chrome either.

You should also be able to use a grey (Ultra Fine) Scotch Brite pad.
They are finer than steel wool. Might actually make a weathered
chrome bumper look better, but might slightly dull a fresh, mirror
finish bumper.

Also try a product called Never Dull, it is a solvent/polish that
comes pre applied to natural cotton hunks. Should be able to
find it at most parts stores, maybe even Wal-Mart. This stuff
really works! My uncle turned me on to it one day, when he used it
to clean melted sneaker rubber off the chrome pipes on his Harley.
It might not be strong enough if the paint is fully cured, but would
be great to follow up the Lacquer Thinner with.

Never dull is a good product. I used it to polish an aluminum valve cover on an old Alfa Romeo I owned. One thing, be prepared to use some serious elbow grease with this stuff. Result will come out though. It's also re-usable up to a point. Have you tried Brasso on the effected area. I've had some luck with Ronsinal (lighter fluid) as well.

Nobody has mentioned good old Naval Jelly. Used Sparingly
