Don't know about his truck specificly, but I've seen old trucks with them that were hooked to an inverter to run a trouble light or drill off the alternator. I've also seen them used as a 12v tap without the inverter, and as trailer and camper light plugs. And even one old farmer that had a row of them on the dash of his truck instead of switches, if he wanted wipers or heater, he pluged the cord into the right socket to make them work.
