the only electrical heater switch is to control the blower motor: off/low/high the temperature is controlled via mechanical push-pull cable to open or close the heater core valve there is also a cable to direct the air to defrost or under the dash at least, that's how the stock setup goes on my truc...

No, the original mechanical regulator is gone,
An old made in USA solid state was added in the past.
Today I bought a new replacement probably chinese from Napa for $20..
To be determined if it does the trick or not

i am in the same boat here and looking for some answers, to be more specific: I am looking to retrofit my stock 1969 Ross/Gemmer box with the older and more common Saginaw 525D out of a '66 but I'm not sure if the steering linkage and rag joint are all compatible or not or if i can swap parts around...

has it settled down any since it's been installed a while ?
seems like a plain old piece of square rubber mat would lay flat at least as well as that ACC product
