Factory Carter carb leaking

My truck started having some issues this past weekend. Went to go up a large hill and about half way up it started to bog lose all power and barely made it up without stalling. Ran fine once on flat ground so I kept driving. Decided to lay into the throttle some to see what it would do. Started to go fine then all of the sudden fell on its face and ran rough and then back to normal. Carb was just rebuilt 2 months ago and ran fine up until now also developed a dead spot around 1,500-1,800 RPM I got a chance today to look at the carb some hit the throttle and it squirted fuel down the barrels each time with no dead spots. Looked at the side of the carb and see some gas leaking out of where the throttle plate rod is. Is there any way to stop this from leaking or time for a new carb? It's the Carter 4834S carb. Also does this sound like a float issue or spark when on the hill?

I can try the fuel filter. Possibly something plugged it up. Fuel system is all brand new. Cleaned and coated tank at a radiator shop new sending unit new hoses/lines pump 2 inline filters and rebuilt carb. Is there a way to adjust the float in this exact carb? Didn't see any way to adjust it while rebuilding it.

You'd probably have to get the throttle body re-bushed. :thinking
I've seen links for outfits that do this type of work on the site
in the past. Maybe someone can post one for you?

To adjust the float level, bend the tab that pushes against the needle valve.

I'll give it a try bending the tab some. If I run the engine shut it off then open the carb to look in the float bowl would the fuel level be accurate where it runs at while driving? Trying to get an idea if i need to adjust float or not before I bend the tab any. Also what should the engine timing degrees be on a 71 383?

What's the proper initial and advance timing for the engine? Also the spark plug gap and points gap?
