69 W200 Tail Lights and front Running Lights

Kindly understand after I purchased the truck I found most of the lights and dash meters were not working correctly.
I fixed the gas tank sender by adding the "5-vdc Regulator" circuit I found in the form too.

I also removed all 3rd party jumpers and I cleaned up all termination points on the fire wall and where ever the harnesses had connectors. I replaced the "turn-signal switch" and the "light switch".
The turn signals /4 ways working and headlights work too.
I didn't tackle the brake lights yet but this will be next after we figure out what is wrong with the Tail and Running lights.

Problem:
The "Tail Lights and the Front Running Lights" and "Dash lights" on my 69 W200 illuminate when you turn the key on.
These lights are always on when the key is in on position. Is this normal ? When you look at the wiring diagram it seems it is hardwired to the circuit so this is normal ? I don't have a owners manual so I'm not sure.

Also noticed when the key is on you can rotate the "light switch" to dim the Tail lights and the running lights.
You can dim to the point where they are not illuminated but the dash lights do not dim they just stay on.

This is what is real odd.
Now if you turn the key off and you turn the "Light Switch" on you can dim the dash lights by rotating the "Light Switch" and the Tail lights and Front running lights just stay on they do not dim. Is this normal.

Any comments would be appreciated. Thanks for the time too.

Sounds like the instrument light feed wire from dimmer switch got jumped out with a key on source. This would power up dash lights full bright and back feed through dimmer and control tail and front running lights with key on. with key off circuit works normal. I'd check behind instrument panel or at fuse block.
