Does anyone know how to remove this stuff off the ceiling! Please help

If it's the glue that was on the headliner, then you can try denatured alcohol or acetone. Use good ventilation with acetone. Try a small spot first to see if removes the paint. Lots of rags and rubbing required. If it's rust...see above

I can't tell for certain from the photos, but it appears to be the remnants of the fossilized foam backing of the headliner material. I didn't spend a lot of time on mine. I scraped off what I could with a scraper, vacuumed, and gave it a wipe down with enamel reducer. I applied Hushmat to the bottom side of the roof panel, which bonds strongly to just about anything but dust and an oil. I pre-tested the Hushmat to make sure the headliner adhesive would bond firmly to its foil backing. It is much simpler than all that cleaning with the added plus of sound deadening and a thermal barrier.

Knock off the loose stuff, drill with wire wheel then hit it with some Ospho or similar chemical to covert it to black iron oxide, lay down some old towels to prevent drips from getting on stuff.
