Just about to paint the cab on my 70 1/2 ton, and I was prepping the screw in cowl vent panel and came up with a couple of questions.
We’re these painted off the truck and then added? I guess this would mean the screw heads would be bare metal?
Or was this panel screwed onto the cab, and then painted?

Painted off the truck, both sides. Otherwise, u would see overspray stripes inside the cowl and it would be rusty on the backside.

Mine are also painted.
You could thread the screws in the holes when you paint the cab, that way the screws heads would be body color. Just be careful not to chip the paint when you install the cowl vent.
This is what I plan to do.

my trucks have mostly been early and the screws were not painted. chrome screws. I replace with stainless.

When I painted my 66 W100 25 years ago the cowl was off for painting. I installed it using factory chrome headed screws that stood out against the red paint. A few years later I acquired a chromed cowl and installed that one onto truck using the chrome headed screws.
My truck is younger than me.
