Tag light removal?

Does anyone know the proper way to change the bulbs in a Town Panel or Town Wagon? I recently purchased a Town Panel, and I don't know how to remove these. The previous owner had a trailer hitch installed, and between that and the gas tank I can't really get to the back side. They don't seem to want to unscrew, and I put a screwdriver in the little hole and gently pried and that doesn't work.
I was going to try to drop the trailer hitch but I can't break the bolts loose. Almost looks like they have been painted on. I hit it with an electric impact wrench and still couldn't remote it. If they need to come out the back I may have to drop the gas tank. Seems sort of crazy just to change a light bulb.
