And perhaps tell me what this hole is and whether there is a logical way to block it? There is another on the passenger side. (I think it may be one of the culprits letting water into cab.)

You are probably talking about the cowl drains on the outside of the hood springs. Not the source of your leaks.

Back the holes with flat copper. Plug weld the holes closed. Or if you want to keep the original paint, in current condition, go to the closest real hardware store. You want smooth head stainless “locker screws” and matching washers/nuts. Outside of head is smooth, underside is textured, so... plan to leave them in place until a repaint.
