Based on the color difference, I don't think this is the original wheel for this 68. Fine!
I am worried that I'll push or pull too hard and break something. How to remove the center to starting chasing my non-functional horn?

That's a 69-71 wheel, totally different than the earlier wheel.
Gently pry the 3 legs of the cover outward a bit to release the tab inside that fits into a slot on the column.
