68 D200 383 w/ECU conversion Voltage problems

68 D200 383 w/ECU conversion Voltage problems

Key off 12.6V key on 10.4V. Starts and runs but voltage stays at 10.4 except battery 12.6V. Is it the starter switch? Have changed ECU, constant voltage regulator and ballast resistor. Ground reading on CPU 0.03 ohms. Electronic set-up installed 8 years ago and all worked fine until lately.

Charge/Battery wire from alternator to battery through dash and bulkhead having issues my guess.
My truck is younger than me.
