Windshield Wiper Help

I am getting close to having the '69 back on the road, but to pass inspection here in Texas, the windshield wipers have to be functional. I tried them out this weekend, and when I turned on the switch, the arms moved about 1/4" and froze. I left the switch on, and was going to move them by hand and try and "gently force" them, but before I could get to them to move them, the motor (or wiring) under the dash started smoking. So I turned it off, sprayed them down with WD-40, and just left them over night. I hope to go back out and take a look at them after work today, and was hoping that someone might have some advice on how to deal with them. My guess is that the gears in the wipers are just frozen up from years of not being used, but that is simply a guess.
Were the gears greased internally? Can I take them apart and get to the gears on them?
