My speedometer on a 69 D100 doesn't work. Is it always the speedometer cable or do I need to buy a used instrument panel?

Could be ether, did you check to see if cable is even hooked up
at both ends? does it make noise at all when moving? does
the odometer move?
You can pull the cable off the back of the cluster and hang it
below the dash, drive the truck down the driveway and and
see it cable is moving. Then you know which it is.
The center in the cable can be replaced, you don't need the
hole housing, just a good speedo shop.

Murphys law always seems to apply in my case. When my speedo head locked up it twisted the cable untill it broke. I did find out that a few drops of oil on the lube point on the back of the speedo head does wonders for no noise and smooth operation
