Steering column question...another one

I am obviously missing two brackets but they are not shown in either the old, original Dodge parts manual, or the Haynes book I am using. There are two screws at the bottom of the blinker assembly housing. It looks like they are supposed to hold this housing to the steering shaft but there are some parts missing. Anyone know what's missing and/or if I can find them anywhere?

BTW, this is a 70 W200 Power Wagon, Camper Special
