I read my chitons and it did not refer to the leaf springs bushings, only the removal of the springs.

Do I need to remove the spring form the axle to change the leaf spring bushings ?

Technically No. But you have to support the weight of the truck by some other means than the spring you are working on anyway, so it may just be as easy to go ahead & remove the spring & replace the bushings off vehicle.

Be a lot easier also, if you have access to a press. And maybe freeze them beforehand. I went with polyurethane for the frame bushings, just because I had trouble getting rubber/metal bushings to go in.

I did mine on the truck. Support vehicle and let axel down. I used a torch and caught old bushings on fire. Push center out, the hard part is the metal sleeve out of the eye. It's time consuming.
