Axle/spring load W300 -68 VS W300 -69

Im "arguing" a little with the swedish car inspection organisation.

On my Plate the Front axle load says 4500 LBS but the inspecors says that
they have some old data sheets from 3/6 -69 that says that the load capacity is higher (4916 LBS).

Any one have a W300 -69 that has the load numbers on the plate?

The spring load on the plate is that for the spring or the entire wheel?
they think that it´s for the wheel.
I need a reference so thet i can show them if im right or wrong about it.

I cant belive that my plate is lying, why print a number that´s not true?
