so I figured out why my brakes kept locking up. It's in the master cylinder, the plunger isn't popping back out like it should. Its a new master cylinder, any ideas? thanks

Adjust the rod shorter,so there is a little free play in it.Also make sure the peddal return spring is intact.

I have adjusted the rod. it comes back out with the return spring, but the plunger stays down and the brakes drag and sometimes almost lock up

If you have power brakes, you can also adjust the pushrod in the booster. Also the seal can get bunched up behind the master and not let the piston return.Try loosening the master from the booster about 1/8" and see if the brakes release.
