Grote 260 clearance light troubles

I can’t get my light bulb in the clearance light to ground and don’t know how to fix it. I thought the base sides of the bulb was supposed to ground when put in the socket. I wire brushed the inside of the sockets and still no luck. Only works when I ground the bulb with a screwdriver touching the the side of bulb. Any help will be greatly appreciated

Obviously, the side of the socket is not grounding through its attachment rivet to the fixture, or through the fixture mounting fastener to ground. There is a lot more to the electrical path than merely the inside of the socket which you wire brushed.
