The actual VIN number is indecipherable in the pic. Based on the instrument cluster bezel, it is definitely a 70 or 71. Per the data plate, it is a 1970. Nutz means test it with the wiper arms OFF, not ON!
If you took the motor apart, you may have re-assembled it with the park position incorrect.

Ron, the hood is a 68. 68 is a one year only hood.

There is absolutely no need for that bracket on the driver side. That side is bolted to the pedal bracket by the steering column bolts, thus a bracket would be redundant!

When I removed the riveted on vin plate off a CSS truck I found in a wrecking yard, I found yellow grease pencil notes written on the back of it. That's gotta be about the most inconspicuous spot on any vehicle!

Maybe corrosion or crud on headlight switch terminals, connector, or internally. Do the front running lights do the same? If not, won't be the headlight switch. Also check firewall connectors for same.

Glass fuses are readily available at Napa. The factory harness has a connector for the voltage regulator, not that hack job of bullet connectors in the pic. Wouldn't the fan spinning on the front keep the crank full forward against the thrust bearing?
