Have you tried jumping starter relay to see if it turns over. Ballast has nothing to do with engine not turning over.
If it turns over then check at switch and wiring to relay.

When I worked on the brakes for my D 500 I needed some small parts for adjusters. Ordered them at a medium/heavy duty truck part6s supplier.

The only 5 lug Budd that I am aware of are the D400 trucks & M400 motor homes. I could see the motor homes having front disc brakes. I have a 70 D500 and found all my brake parts at a Medium/Heavy Duty truck parts supplier. Dodge was not the only one to use those brake systems.

I pulled apart a 70 wiper motor and put it back together the wrong way. Had to fiddle with it to reclock to correct position.
